Removing the the white haze ( I didn't know how to describe it) in the video in the picture?

I'm not even sure what he wants to remove. I can see some white haze, but I don't see anything which looks like a "starburst."

I want to remove the white haze and keep the background and sharpen it also.

Does it move or change shape ?
You can apply various filters/transform such as curves/contrast/ sharpen through a elliptical feathered gradient mask (or whatever "shape" your "white haze" is). You can do this in most video editors
If it moves/ changes shape, you'd have to animate the mask
Something like this - you're just combining a "darker" version by using the mask to compensate for the "haze" shape

It stays in the same place all the time. It doesn't move. What free package do you recommend to do this? John

I sometimes see people putting this haze on purpose over a video in hopes it makes algorithms (like on YouTube) unable to detect the copyright origins of the video. That plus some other butcherings of the video seem to do that trick but the result often is exactly that: butchered.

Probably Davinci Resolve gives you the most control. Alternatives would be Natron, or Blender . They all have learning curves. But the basic approach to this sort of problem is the same for all of them with the mask
If you post the video sample requested, someone might write you a script in avisynth or vdub (gradation curves) -

Where did you get the how to guide on what filters to use and their variables ,variable description, variable meaning and what they do? A programmers guide for filters? For beginners . do you make tutorial on this?

It also has documentation of the internal filters http://avisynth.nl/index.php/Internal_filters and links to 3rd party filters http://avisynth.nl/index.php/External_filters The 3rd party filters are usually documented at the wiki or they come with .txt or .html docs.
I learned about AviSynth filtering from those references, and from posts at this site and https://forum.doom9.org/, and general web searches.
Then there's the docs for AviSynth+ http://avisynth.nl/index.php/AviSynth%2B
That creates a new single frame video with only frame 250454 only. See the docs for Trim http://avisynth.nl/index.php/Trim
