So I was on my dell Latitude D630 laptop today and I was about to play Starcraft 2, suddenly the screen flashed a couple times and now my entire screen is highlighted in neon pink and green colors. It even does on the start up screen for windows. Totally neon green. It's really awful and I don't know whats causing it. Video card? Please help!!!

Googling revealed that several other users have had similar problems.
It could be the video card, but more likely it is the wiring between the card/motherboard and the screen. If so, this video cable may have to be renewed.
For a skilled technician, this shouldn't be a difficult procedure.

I agree -- there is a high likelihood that it is the cable from the motherboard to the screen.

However, try removing the battery from the unit (while it is turned off and not on the wall charger) for about 5 minutes. There is a small chance that the video system crashed and hasn't completely recovered (even with a restart). Removing the battery removes any possible power source from the machine and waiting 5 minutes allows capacitors to fully discharge thus de-powering anything that their charge might be running.

Unlikely, but worth 5 minutes to try...

Make certain you haven't picked up something like "Antivirus 2011". I fixed one machine that the screen had turned mostly black.
