I've used VGA 1:1 ratio,
4:3 525 line (NTSC 704x480)
And when I finished the conversion, and burned onto a CD to play on my VCD player.
The subtitles shown on the TV screen are cut off, almost seems like the TV screen length is too short and the displayed show with the subtitle in the length is too long.
So, summing it all up, I can barely read the subtitles that are on the TV screen since it gets cut off.
Could anyone tell me what size or aspect ratio should I use on the TMPGEnc in order to fix this problem?

It is called "overscan". TV doesn't display whole picture. I believe that on of the examples from here (SVCD or VCD) comes with test pictures so you can see it on you own eyes.
