    is there a way to take a frame out of premiere and make it a jpeg or save it as a picture?

    Set your timeline to show single frames; set the timeline marker at the start of the frame you want, then go Files -> Export Timeline -> Frame.
    Premiere will then save the frame in bmp format with the desired name.

    Itīs as simple as that !
