    How can I isolate and save a still image (one frame) from either an MPEG-2 file or a DVD, keeping the highest resolution possible?

    VDubMod will save it in original resolution to tga or bmp, then you'll have to correct it to standard AR in a graphic editor.

    but remember that most video has a kinda low resolution like for example is a DVD just 720x576/480.

    If you need a mpeg still clips you can convert images to mpg using a mpeg2 encoder like tmpgenc.
