Converting from DivX to VCD using Tmpenc no picture

I am trying to convert a dvd ripped move with resolution of 304x576 time 1:49:03 Bitrate of 143kbps 23fps data rate 108kbps 24bit audio and compressed with divx. I want to convert the movie to a vcd. I got the audio to work, but the video is gone. It just provides a black movie. How do I fix this? I followed all the directions on this vcdhelp site to make divx to vcd but none mention no picture problem.

TMPGEnc
Select options > environmental settings
click the VFAPI plug-in tab
right click the "DirectShow" and select higher priority, do this several times until its at the top with a value of 4

You did get the VFAPI plugin from TMPGEnc right ?

If this still does not work, you may have a missing codec, Install the Nimo codec pack.

I raised the TMPENC plugin from -2 to 4, but I still ended up with a nice black video will I need one of those vfp files for divx videos? I do have the divx codec installed. I guess I might have to look for that nimo thing

Will it load and display in Vdub, there are many codec's if you have never installed the Nimo codec pack, the you may have one or two missing

Thank you, the installation of the codec fixed the problems I can finally watch the vcd on my tv. Woohoo!
