Premiere + CCE 2.64 plugin = VBR SVCD

Hello, is it possible to use only above applications ie Premiere and CCE 2.64 plugin (not stand alone program, no TMPGEnc, no Virtual Dub no other prog) to produce SVCD with VBR rather than CBR. If yes, please explain me how. When I tried to use plugin in premiere, it said you can't use to export audio with VBR mode. So, in order to export mpg file with audio I have to use CBR. Is it normal or something wrong with my settings. Thanks for any help

In VBR mode cce let you encode elementary streams only. You have to make sure, that you load a 480x480 / 576 resolution source and you have to multiplex afterwards, e.g. with bbMPEG.
