I know that you can buy DVD movies that also include a bit of software. (You put the DVD in your computer to take advantage of the software). My question is: I have used Gui For DVD Author many times to make a DVD. But how can I also include software on the DVD? I want to include the mpeg2 codec folder (see screenshot). The added software folder should not affect normal watching of the DVD. The idea is that if the DVD won't play (due to lacking the mpeg2 codec) the user can easily install the codec.

You can do this with ImgBurn. Use build mode. Put your Video_TS and Audio_TS in the build box. Then insert any other files in the build box that you want on the disc. Then burn it to a DVD. The DVD will play normally but you will be able to access your other files on your computer.
