Impossible to answer. Take the one that sounds better, if you can hear any difference. Or wait for the wma/MP3 evangelists to come here to throw themselves at eachothers throats .

From experience I can tell you WMA is superior to MP3 at lower bitrates, 64kbps or less. The lower you go the bigger the gap. Hard for me to hear a difference once you get up around 128 and techinical articles I've read state the same.

Having said that use whatever format your device supports, most likely MP3. Do they even make a WMA CD player?

Of course, I probably should ask if your intent is to create a data CD, or an audio CD.

Many people consider 160 Mpbs WMA to be as good as the original CD. 192 Mpbs MP3 is considered as good as the original CD as well. This should give you an idea that WMA is, in theory, better than MP3 at a given bitrate, but there are people who will argue that both are bad at any bitrate and so on.

Yes, there certainly are portable WMA CD players. Such players also support MP3. Take a look at a Best Buy or similar store for a selection of surprisingly cheap models.

Then neither WMA or MP3 are any good.
You need 41.1kHz 16bit PCM (wav) for an audio CD.
You'll need to convert whichever sounds best into WAV for your CD
