  1. I have an mpeg1 video file that I'd like to add some photos to. I don't have the original video footage to edit this video in premiere. Is there any sort of software I can use to edit still photos into this mpeg1 video?

    You can certainly edit MPG video in most editors worth their salt, however you'll be re-encoding the video which will hurt the quality of the original film.

    Make Mpeg1 clips of your photos. Cut up the video file with TMPGEnc 'Merge & Cut' tool then merge the video with the photo clips.

    Not as easy as a time line, but no loss in quality.

  4. If I use the Merge & Cut tool - will this cause cuts in the audio? I would like to simply overlay some photos over sections of the existing video - so the mpeg1 file will be the same running time as the original file.

    No, it will extend the lenght of the video.

    You could make the photo clips with the section of audio that you will cut from the video file and add latter. Would be a lot of work if you have many photos to add, and you MAY end up with audio sync issues.
