downsampling problem

i have a video file that's svcd compliant in terms of video, but not audio. according to nero, the audio play at a frequency of 48,000 Hz, so i need to convert it to 44,100 Hz, correct? so i demultiplexed the file using tmpgenc and used besweet to downsample the mp2 file at 48,000 Hz to 44,100 Hz (no, i didn't convert the audio format - it's mp2 to mp2). now when i attempt to multiplex the new mp2 file with the video, tmgenc says the audio file is "illegial."

i noticed that after downsampling, the size of the mp2 file shrunk signficantly - from approximately 75 MB to 45 MB. is this right? i find it hard to believe that frequency plays that much of a role in determining the audio file's size.

perhaps i didn't configure besweet properly. if you can tell me how to do it properly, then please reply with the instructions.

Sounds strange that your file has SVCD-compliant video resolution yet 48Khz audio. SSRC might be what you need.
