If you are capturing from VHS and going to DVD why do you want "multiple mpeg files".

In any case you need to post what kind of set up you have. Or are you asking so you can decide what to buy?

I want to archive my videos from VHS to my hard drive delete commercials then burn them to DVD with menus for each episode

This is what I do.

VHS to Computer via DV Camcorder Passthru using WinDV,
Editing/joining and frameserving using VirtualDub,
Conversion to MPEG using TMPGEnc,
Authoring using DVD-Lab.

This method works well, but is not instant gratification. I use it for, among other things, editing commercials out of Satellite TV programs.
