    .....when viewing/capturing TV on my PC. Sometime back i remember
    reading about a similar problem with PAL TV signal. The lines
    are spaced at a distance about 1/3rd the screen height and
    move upwards (repetitive cycles). They are not visible on my
    TV though.
    Any explanations?? I have a PAL B signal.

    havent seen it myself...
    could it be your monitor and a low refresh rate ?!?1
