PAL DVD - Progressive video but telecined frames during shaking sequences

Overall the video is progressive 25FPS PAL, but some scenes with shaking have this severe telecined issue.

I've tried TFM() but that only partially fixes it.

Is there any method to correct these frames?

No this is direct from the DVD, just saved as an MP4.

After applying QTGMC(FPSDivisor=2) to it, it does help to a degree:

No this is direct from the DVD, just saved as an MP4.

No DVD contains h.264 video. Use DgIndex or Mpg2cut2 to save a small portion of a VOB file as an m2v or mpg video.

But if there's any additional methods to smooth out the whiskers that'd be great.

I don't know of any filters that will fix the whiskers without destroying the rest of the picture.
