Overall the video is progressive 25FPS PAL, but some scenes with shaking have this severe telecined issue.

I've tried TFM() but that only partially fixes it.
Is there any method to correct these frames?

	Did you encode it from DVD yourself? 
 If so post the corresponding source clip

	No this is direct from the DVD, just saved as an MP4.

 But if there's any additional methods to smooth out the whiskers that'd be great.
