progressive scan 29.97 frames per second MP4 to DVD

I have a downloaded MP4 which is 480p 29.97 frames per second. The original source is most certainly not film, as it is recent news footage from a news station's youtube channel. I want to burn to DVD video format. Is 29.97 frames per second with progressive scan a valid DVD video format, or do I need to set the MPEG-2 encoder to encode as interlaced? If encoded to DVD as progressive, will it play OK on both interlaced only TVs and progressive scan TVs/players? (Some of the sources I've read say DVD video only supports progressive scan at 23.976 frames per second with pulldown.)

NTSC DVD-Video accepts both progressive and interlaced video @ 29.97 frames per second.
It was up to the hardware to output 59.94 fields per second to the analog TV set.
