Fix a bad dvdrip (frame rate)

Hi.

I've downloaded a dvdrip (mp4) and the playback is choppy, and I know it's because it wasn't ripped correctly. I know the source is a region 2 dvd that was converted from NTSC to PAL directly at 24 fps, like some PAL dvds are sometimes. That means no PAL speed-up, but a slight loss of quality.

The problem is that this dvd was then ripped at 25 fps, which resulted in a a choppy video. Is there a way to fix this issue with the mp4 file? I've tried changing it to different frame rates with MKVToolNix and then Movavi video converter, but it's still choppy

Region 2 normally IS PAL.

If some ripper person did a poor job of ripping a (mass produced) DVD, then there will always be a more qualified person doing the job better. Go look for that better version. If the DVD disc in question is a one-off, then the owner of the disc should get some help or lend out the disc. The mp4 conversion may be beyond repair, and the conversion may have to be done all over.
You also should check various players, to rule out a that your player of choice is unable to decode some of the settings used for encoding.

I know region 2 is PAL, but a NTSC series is usually sped-up to 25fps PAL. In this case, it wasn't, so it shouldn't have been ripped at 25 fps, it created a choppy result. It should have been ripped at 29,97 fps (or maybe 23,976), but i don't know if it can be reversed.

I've checked various players, the issue is the rip itself.

Also, it is the only dvdrip of this show I can find.

The source file is 25 fps, but the runtime is the same as original one (no PAL speed-up, of that I'm certain). It's like my dvd set of The Sopranos S5, it's an interlaced transfer (just remembered the term), meaning a NTSC-PAL conversion (30FPS – 25FPS, they blend 5 extra frames into a 25FPS video, which results in interlacing.)

And I guess you shouldn't rip those interlaced transfers at 25 fps, but can you fix it?

You have remembered the term incorrectly as that isn't what interlacing is.

Right, sorry, not an expert. I just know that the source dvd was not the usual NTSC to PAL conversion (24fps to 25fps, 4% faster). There was no speed-up, hence the blending of 5 extra frames into a 25FPS video. But I don't know what that type of conversion is called.

The result is still that the mkv rip that I have was ripped at 25fps and has a choppy playback (I was told the actual dvd plays fine). Here are the details:

Why are you giving us streaming crap? You've downloaded (illegally) something someone else already screwed up and now you want us to tell you how to fix it? And you show us some garbage someone else has messed up even more? If you want help with something you provide a sample from the 'source'. No one should even have to ask. And certainly not ask twice.

Either upload it here or to some third party file sharing site. Not a streaming site.

EDIT: Also I found an old thread with someone having trouble ripping that same kind of dvds, maybe theylll know what to do.
If not, I guess I'll just have to buy the dvd set

Fixing the video may be possible if you have the original DVD. Manono and I do it all the time. What you have has been further degraded. I don't think you'll find any fix.
