I got some Music Videos on VCD disks. I want to extract the videos off those cds and put them on DVD. anyone know how?

Is there one large .dat file on the disk ? if so all you need do is copy the .dat file onto your hard drive Then you can use TMPGEnc to convert it for DVD (Load a DVD template)
If there are several .dat files you need to work with one at a time. -

What bugster stated is absolutely correct.
There is no need to re-encode the video component at all, just the audio (after resampling to 48 kHz).
MPEG-1 352x240/288 at VCD bitrates is perfectly compliant within DVD specs:

The DVD FAQ provides more details.
Re-encoding the video will only lead to a further generational loss of quality.

Scroll down to the section marked technical info and I think you will find I am correct. -
Nobody is saying a mpeg 1 wont go on a DVD, but why tell people to do this, when files made for DVD are Mpeg 2 with AC3 which is a lot higher quality.
You will tell every one to transfer mpeg 1's onto DVD. Reading this post many will think to rip to VCD and place them on a DVD.

Read the original question. The person has VCDs and wants to transfer the video onto a DVD. You suggesting that they encode to MPEG-2 first is obviously not the best option.
