i have about a dozen videos that i want to take 10-40 sec clips out of so i can just drop them into vegas apply a few fx and render ive tried a few programs but they make me re encode i really jus want to keep the origianl file types and get the clips from them like rip the clip directly from the video i know you can trim and stuff in vegas i just use it apply fx and render cause i coudnt find my subclips that i trimmed

Apply fx? What kind of effects?
Because if you change anything in the video must you reencode. -
i use a color corrector cause some have very dull colors it makes em pop a little better im trying to make a compilation and im not that good with vegas so i was seeing if there was a program i could use so i could drap them into vegas and go from there also all the vids are avc aac

You must reenocode then.
You could post some short samples or screenshots and someone might help with filter/effects ideas. -
thats why i asked if there was a program i could use so i could can trim out the clips without re-encoding i want have the clips already trimmed before i even use vegas so i can just drop them in i really dont want encode again before i use vegas because the files were originally mpg i deinterlaced to avi then to avc aac

Yes, you can cut without reconvert with for example solveigmm avi trimmer (avi,mkv), mpg2cut2(mpg,vob), video to video converter(mp4,mkv).

i just looked around the site and it seems like Free Video Dub was what i was looking for im also trying video to video i pretty much didnt want to encode again because ive already did it 3 times and if i remember correctly you lose quality when you do didnt want to risk losing anymore quality -

thats why i wanted to have my clips already before i put them into vegas because like i said i said im not that good with the program i found out where my subclips were going by doing a quick search of my hard drives and they were goin to my temp folder on local disk d having my clips before i use vegas is easier to me cause i can just drag and drop but i ended up using video to video did exactly what i needed it to
