How can i create this file?

Hey, i'm trying to create video files like this:
Extension: MP4
Video : AVC
Audio : AAC or mp3, not a problem
Subtitle: RLE
or
Extension: AVI
Video : MJPEG
Audio : same here
Subtitle: RLE

i don't want burned/permanent subtitles and by saying RLE, i mean DVD subtitles, when i used mediainfo on a DVD, i got this:

i think .sup files from DVDs would be okay too.
i know they're unusual in a file like this, but any help is appreciated.

Can't handbrake make a mp4 with switchable subs from a dvd?

while making mkv, yeah, it does that, but when you select MP4, it can only burn them in, no switchable subs.
