    Is there a way to convert the audio in a mkv or an ogm that is in ogg format to ac3?

    Probably several ways to do it. I have used VirtualDub Mod, then saved out the audio as a WAV file, then used ffmpeggui to convert the WAV to AC3. Alternately, you could load the Ogg into Audacity and convert to WAV there, then do your AC3 encode. Be aware that Ogg audio can have several audio tracks and you need to find the correct one.
