I have a documentary movie that i am playing on windows media player, it is a .avi file. the sound is out of sync with the video or the other way around. how can i fix this issue??

Use a better player. Windows Media Player is an average player, at best. Try using Media Player Classic, which will let you adjust the audio delay during playback. If you find the lag is a constant amount, you can use Virtualdubmod to adjust it permanently. If the audio is encoded as VBR MP3, you may have to re-encode it as CBR for virtualdubmod to work with it.
