In trying to convert to svcd, I first used virtual dub (per guide) then tried to add it to cce when I got the error message in cce "frame rate 29970/2000 is not supported" I am totally stuck and have been working for 4 days to try and burn a svcd. PLEASE HELP

CCE requires an exact frame rate that matches one of 23.976, 24, 25, 29.97, 30, 50, 59.94 or 60 and will accept no variations.
Your frame rate is approx 15fps which CCE rejects.
Changing the frame rate to say 30fps in VirtualDub will only have the effect of 'speeding up' the video and ofcourse the audio will be out of sync.
The best way to frameserve using AVISYNTH with the filter;
'ChangeFPS(25)' or 'ChangeFPS(29.97)'
this will keep the correct video speed and keep the audio in sync.
