Ulead DVD Movie factory Compliant MPEG files ???

I decided to try Ulead DVD Movie factory to make menus for my VCD, but when I select an MPG that has been created by TMPGenc for VCD burning, it says it is a NON Compliant MPEG files ???

Any ideas anyone ???

I lowered the the bitrate in tmpgenc to an average of 5000 and this seemed to do the trick for me.

Not quite sure what this means or why I should do it

The bit rate is `default` at 1500 I thought

And why should this produce a non compliant file for DVD Movie Factory
