the codec seems to be a very important factor when you want high quality captures (HUFFYUV, PicVideo)
is the quality of the capture card much less important

Actually source materal is probably most important, then capture card, then codec. But if any of there are sub-standard you will notice degration. The higer up on the food chain the degration is the less the downstream items will matter as much.
Personally I capture at 7200x480@29.97 with PIC MJPEG 18 only because my HD cannot keep up with Huffyuv.
