First off im using TMPGEnc. I have a 782mb PAL SVCD file. I want to convert it to NTSC with the aspect ratio at 16:9 because the aspect ratio is off in the original source. So I open tmpg and select the source. Then I click on "Load" and select "Super Video-CD NTSC". Then I click on "Setting" and click on the Advanced Tab. Where is says "Source Aspect Ratio" I change it from "4:3 Display" to "16:9: Display" then I click ok and Start. After it gets done I end up with a NTSC 16:9 SVCD but the size is 919mbs. Thats over 100mbs bigger than the original file. Why is it so much bigger and what can I do to keep it under 800mbs? Im not going to change the audio or the picture quality, I want it just like it is. I just want to change the aspect ratio, being NTSC or PAL doesnt really matter to me. Ive tried it twice, one in PAL with just the aspect ratio changed and the other changed to NTSC with the aspect ratio changed. Any help would be greatly appreciated. Maybe its just TMPGEnc, if so is there another pogram that might work better? Thanks

My guess would be your original file is using a bitrate less than SVCD's standard 2520. What bitrate is original file?

In the Tools section on VCDHELP you'll find a program called MpegProperties. It will give the bitrate of the file.

Well it gave me this error when i opened the file "error is audio packet header" but it still displayed some stuff. in Video 01 it says Video Bitrate 2.500 Mbit/s (305 kByte/s), VBV buffer size 4144. In the corner it says 480 at the top, 25fps in the box, and 576 on the right side of the box. In System it says Bitrate 0.640 Mbit/s (78 kByte/s).
    # stream id's in header: 60
    Audio_bound:11
    Video_bound:31

Thats everything. If you get anything from this could you please tell me what I should set the bitrate to. The size of the file is 782MB, when I type that in TMPGEnc it gives me a bitrate of 2169 kbits/sec. Thanks for helping.

Bitrate of the original is 2500. You need to knock it down 15%. Try setting bitrate at 2125 in Tmpeg.

Ok I just set it to 2169 which equals out to 782mbs. Is this alright?

I assume you got 2169 by using the Tmpeg wizard. Tmpeg wouldn't lie,you should get a file that will fit in on an 80min. CDR.

Are you sure that choosing 16:9 as the source aspect ratio will give you the correct aspect ratio? If so, fine. Usually the best way of correcting bad aspect ratio is to do a few sample encodes of an area of movie which show up correct aspect ratio. The procedure would be to choose Video arrange method Center(custom size)=480x576, increasing or decreasing the second figure up or down depending on how the aspect ratio is off. Also, I would have thought that the source aspect ratio for a PAL SVCD would likely be 4:3.

Changing from 25fps to 29.97fps is quite drastic, and the result will be far from smooth IMO. Have you checked how acceptable it will be when played?
