Badly-compressed video with ghosting

I tried restoring this video as much as I could, but I'm having trouble with those red blocks appearing whenever there's motion happening.

I did two passes; first pass to de-interlace

When using Avisynth I would try something like TIVTC, ChromaShiftSP, SpotLess, MCTemporalDenoise and AddGrain.
