Hi,
I have a video clip that is out of synch. The video file is 1hr 1min 37 seconds and the audio file is 1 hr 1min 20 seconds.
Is it possible to stretch the audio file with 17 seconds ?

	Yes, of course. You can use Audacity or just about any WAV editor. But are you sure the problem isn't that you just need to set a correct delay? It's not unheard of for audio to be shorter than video and also to be in-synch. 
 
 Of course, if the audio gets more and more out-of-synch as the video goes along, then you have to stretch the audio.
