The best video upscaler is the one built-in to your DVD or Blu Ray player.

There are no encoders that will upscale dvd quality video to 1080p without a loss in quality. Video is not the same as still image graphics. Hence hech54's reply.

That's pretty crap quality. Everything looks like a watercolor painting after upscaling. It will look terrible with video. It might look ok with anime though.

Nnedi3 with some sharpening and dehaloing will look better. Or look into Video Enhancer:

    Sony Vegas.

Vegas automatically upsamples, or re-quantizes to the project setting, and is resolution independent.

Or any NLE that resamples using a higher quantization. Exactly like still photos, and music. It's all the same. This is a very basic skill that every artist knows how to use, no special software required.

This Is How You Do It

This screen shot is from a photo program, but the relationships are shown. It's like a camera too. You have shutter speed, ISO, and aperture, here you have pixels:

So if there are threes ways to display an image, i.e. stretched, cropped, or scaled, SCALING is the key to upsizing or upsampling. In the image above, all three ways to represent and display an image, or moving images, are shown.

    Physical Size in inches
    Pixel dimensions
    Resolution(spi)

All three are harmonious, like a camera.
