I backup my dvd to single layer DvD, I use DvD ShrikIt and putting and some times it changes the compression percentage down to about 50 - 60%. My question is when I play it with a DVD Upscaler will it upscale the compression percentage backup close to 100%

No, the upscaler divides each frame into smaller pixels to make 720x480 into 1280x720 or 1920x1080. Compression artifacts will be passed as is. Think full screen view on your computer monitor.Originally Posted by AndreL

Very similar to JPEG compression.
Images can display at the same size but be very high quality (large file), or lower quality (smaller file). -
DVD Shrink reduces the quality of the video and once it is reduced it can not be gotten back. A DVD upscaler is for something else. Save the money from the upscaler and use DL discs instead.
