Wait a couple of days before you bump a thread.

Try a different cutter like Transport Stream Packet Editor or TSSniper.

I used to use the same software that you are using and had the same problem as you plus H264ts_Cutter is not frame accurate. As far as I know there is no way around this problem currently using that piece of software. I have since switched to VideoReDo TVSuite (Pre-release) and this program does not have the pixelation problem and does frame accurate cutting. This program unfortunately is not free like H264ts_Cutter.

TSSniper makes much cleaner cuts than H264ts_Cutter. It's not frame-accurate either, unfortunately, but with a little practice, it's good enough to remove adverts.

Not to denigrate free tools or the effort that goes into them, but H264ts_Cutter needs a bit more work.
