Lower volume of mpeg file

I have used the Hauppauge PVR-150 on my Win XP SP2 computer to convert VHS tapes to mpeg files to use on my Vista MCE computer. The only problem is the converted files have a much higher volume than everything else. I have been looking for a program to allow me to simply lower the volume of these mpeg files but have not been able to find one. I am not a video editor in any way but have used and own some conversion program like from videoredo.

I wondered if anyone could tell me of a simple program that would allow me to lower the volume.

I would demux the mpeg file - load the audio into something like Goldwave or similar....decrease
the volume....output it back to the same audio properties....then remux it back together again.
It's not easy for beginners....but it certainly isn't brain surgery.

Hauppauge PVR-150 cards are infamous for bad audio quality. In all likelihood its severe damage with volume distortion, not something that can be repaired.
