i need a tools to split a large mpeg1 file into sizes that fit in VCD's with the following characteristics:
1. i prefer it not to have any additional option and does nothing more, eg. recognizes .avi files, be able to convert formats, etc. i need it just to split.
2. a standard VCD may fit 4779 seconds of video or a value about it. i need it to really fit as much as possible and don't care the second part becomes small.
3. do not re-encode! the original mpeg1 file is already encoded and don't need to be re-encoded. i need it just to split! so it must save the original file's format. for example i may have made an effort to make it too VCD compliant and i don't want it to be re-encoded. something like VCDCutter don't keep the original format.
4. not to be visual. TMPGEnc does this but this tools is visual.
5. be fast. TMPGEnc is not.
6. do not ask for the output format. because it must be the same as the original one.
why ppl r not used to write simple&useful programs? they write programs with lots of features which does everything but what someone may really need, although this may be a very simple task!

If a lot of people really did need it, someone would write it. Yours is not a common request.
If your intention to author these parts into individual VCDs ?
Also, cutting would not be frame accurate, but limited to nearest key-frame, otherwise some encoding would have to occur.Read my blog here.

Take a look at mpgtx (Google for it) - it can split a file by time or file size.
