    Yep, if you mean crop like cut. Use mpg2cut2, videoredo, mpeg-vcr, tmpgenc mpeg editor...or see our tools list under Video Editors(mpg,dvd).

    No, if you mean crop like remove a part in the video frame.

  3. If by "crop" you mean cutting away a portion of the frame, like removing black letterbox bars, no. If you mean removing unwanted segments (usually called trimming around here), like cutting out commercials, yes.

    It requires reconverting and no videoredo doesn't support it.

    You can use a video mpeg2 converter like tmpgenc plus, tmpgenc xpress or free solutions like avisynth together with a hcenc to crop the black borders.
