If the HC1 plays back smoothly connected directly to the TV then it probably isn't a problem with the file. To be certain, transfer the file back to the camcorder and play it from there.

The problem is with the computer even though it has great specs. Do other HD MPeg2 or MPeg4 files play smoothly Maybe Power DVD (or other MPeg decoder) isn't installed properly.

Try VLC. It has its own MPeg2 decoder.

Check out the deinterlace modes (try "mean" or "linear") and the excellent screen cap under video. The screen cap respects the deinterlacer settings. Use "bob" for full a resolution 1080i motion cap. It will interpolate 1440x540 to 1440x1080. "Discard" will cap a field to 960x540.
