I recently installed two Power Supplies with 120MM fans and to my surprise they blow air into the case instead of exhausting the air out of the case. Is this the way they're supposed to work?

No it isn't. Everyone I've ever seen is for exhaust. The PSU puts off quite a bit of heat on it's own. I see no way it would be beneficial to pull air across it and into the case.
