I have a video that I downloaded. It was stretched to 640 X 480 but it should have a 16:9 aspect ratio. Is there any program that can do this? I don't want to reconvert it because I don't want to mess with my video's settings but if I have to can someone recommend me a converter to use? Anything other than SUPER because that program always leaves my .AVIs pixelated.

Super dosen't have this issue , unless you used the incorrect setting's .
Grab gspot first to find out the internal info inside the avi before using super will prevent this from appearing in the first place .
Secondly , depending on what is wrong with the format , and should it need to be changed for another , this may cause pixelation to appear no matter which tool is being used to convert it .
A long way about that can resolve the problem and reduce the issue :
1: Clip's downloaded from online source's ... only for avi , mpeg .
Load clip in movie maker , export no more than 3 minute's at a time as dv avi , depending on nstc or pal , use dv converter to convert dv1 to dv2 , then use any tool to convert to required format and scale .
2: Another method is to play it out to tv , and record it to vcr or dvd recorder , then import it from the disc created , or capture it back to the pc , then edit and convert from there .
There both method's using one form or another to upscale the clip , to prevent pixelization when converting back to the required format , and scale .
I use the later for user's wanting crap on dvd , because they can't seem to do it themselve's the right way , and get rubbish as an end result . -
If it's a Divx or other MPEG4 codec, use MPEG4Modifier to change the DAR. Not all players will respect the DAR though.

Iirc, MKV Magic or something with a similar name will change the aspect ratio without re-encoding.
But again, it outputs as mkv, so it's probably not supported by most standalone players, but it's fine for PC
EDIT: Just had a look. Use MkvToolnix
