I want to convert an AVI format to VCD, I'm using TMPGenc new and old versions. But I always got an an error of "Illegal Float decimal point calculation order" what do I need to do to fix this?

You need to go into the OPTIONS off of the main TMPG eindow. Go to the ENVIRONMENTAL or GLOBAL SETTINGS, then go to the VFAPI Plugin tab (last to the right). Right click on the DIRECTSHOW MM Filter (resposnsible for avi playback) and up it's priority.

I tried to convert an avi with Virtual Dub to wav file, then join it with mpg video. After the conversion, the video was find but it's audio after 10 mins, it kept on repeating like a damaged fake CD. I tried to play the wav file on winamp, it was fine. But combining it with video using TMPGenc...the output was horrible. Can I fix this?

Try rebuilding the index of your avi-file with DivFix (see Download-section), it helped me with the same problem...
