When making a backup of a pressed DVD9 disc do you need to set a layer break like you do with an authored disc, so can you just rip and burn?

You don't need to do anything, I believe (although I have never done this before).
Get DVD Decrypter and set it to "ISO Read". Rip the original. Then set it to "ISO Write" and burn it to the blank. -

PTP discs are more rare than OTP, but they are still around and the new ones are still being made. If you need a tested method on how to back them up correctly - I'll send you a link.
