I'm using version 3.5.4.0, and NEC 2500A
1. Decryptor can copy a dvd-to-computer as VOB files. Can it burn VOB files to a dvd ? How?
2. I tried to change the booktype but when I choose ANY of the +R formats in the "Change for" menu, the "Current setting" adds the word (FAILED!) and "New setting" remains unclickable. I did have a dvd file as the Source, and a dvd+rw in the drive. Is this because the NEC2500A won't do bitsetting? I see it's not rated to in the Dvd Writers list.

DVD Decrypter burns Image files. If you have a DVD5 and you want to burn it, you first put it on the hard drive as an Image file (Mode->ISO->Read), and then burn (Mode->ISO->Write). If you have the files on the HD in IFO, BUP, and VOB format. put the files inside of a VIDEO_TS, and create an empty AUDIO_TS. Then you have to create an Image file before using DVD Decrypter to burn. I use ImgTool Classic together with DVD Decrypter. Others use ImgBurn.
I don't know anything about your second question. I use the default settings and burn DVD5s. It hasn't failed me yet. -

I should mention I know how to do regular read/writing with Decryptor. And I can burn the IFO/VOB with NERO, or convert the VOB with Shrink into ISO file. If I followed your directions and created Video/Audio_TS files, how long would it then take to make an image file with ImgTool/Burn? If it takes the same time as Shrink converting the files, then I would just use 'Shrink.
I thought that since Decryptor allows you to READ a dvd-to-computer in VOB format (Mode->File F), that it might also do the reverse and WRITE computer-to-dvd from VOB files. Know what I mean?

The 2500A will only set booktype (Bitsetting) if you use hacked firmware.

I thought I saw a post somewhere about making the NEC do bitsetting (though I thought it was legit upgrade).
Will setting +R/RW/RDL to ROM make it even more compatible than -R/RW/RDL ? Will the average dvd player think it's reading a commercial dvd?
