    Are you planning to encode to VCD? If yes then I would use DVD2Avi which will create a frameserver file from your vob's. Then you can use an encoder like TMPGEnc to make your VCD-mpeg. Guide here.

    Edit: FWIW a VOB contains M2V video and audio which can be either LPCM or AC3 or MP2. You can demux a VOB to get the elementary streams. To create an mpeg you would need to multiplex an M2V and MP2, if you have an MP2 otherwise you need to make it. As you can see it's not really a straightforward conversion from vob to mpeg.

  3. The easiest way is to use Womble MPEG2VCR. Import the VOB file and choose what output you want. Its pretty straightforward.
