You are looking for a 'authoring' program: https://www.videohelp.com/tools/sections/authoring-dvd

For freeware, there is GUI for dvdauthor that is popular. Payware, maybe TMPGEnc DVD Author.

And, of course, these MPEGs have to be DVD compliant before you can author them. See 'WHAT IS' DVD to the upper left on this page for the DVD specifications and format.

First, I wouldn't think about editing DVD video. It's an end format.
But if I had to (with a gun pointed to my head), I'd use vob2mpg to extract the mpg out of the DVD, do my edits, and then reauthor using some of the apps redwudz suggests.
If you could be a little more specific, and elaborate on "fix it up", maybe we can find a more streamlined process.

First, try burning it with ImgBurn in build mode.
If that wont work, run it thru FixVTS, then try ImgBurn again.

For future reference: You'll get more and more accurate help if you give all details in the first post, instead of handing it out piecemeal

demonwarrior, What you describe can also be caused by newer DVD copy protections. It may not be a 'scratch' problem if it is a newer DVD with Sony ArCoSS or similar. The solution then is to use RipIt4Me or DVD Fab Decrypter. DVD Decrypter is a useful program, but it can't handle newer protections.

Unless it really is a scratch problem.
