First, I've never heard of "mpeg movie vx", so I expect you are confused or mislead.

Second, all of your conversion questions can be ansered in the "How To" section on the left <<<< under "convert"

  3. MPEG VX is a Sony variation of MPEG used on their still cameras: MPEG1, 640x480, 30fps, all I-frames. I think there's also a 16.6 fps variation. Any MPEG editing software should be able to open it. Try VirtualDubMPEG2 or VirtualDubMod.

Oh, sorry, you want to create MPEG VX not from it. TMPGEnc allows you to set those parameters for the output (640x480, 30 fps, all I frames, high bitrate).

I can understand coming from that format (home cam footage, etc), but WHY do you want to go TO it? Don't you just want it editable/playable on std devices?
