Numerous possibilities, essentially the cutting prog is not finding your file completely agreeable.
If this file is ABSOLUTELY STANDARD, check codecs on your machine.
If this file is AT ALL UNUSUAL, such as a captured MPG, or one created locally, then I would suggest trying a different cutter.
I have had VERY GOOD success with MPG2CUT, it has yet to fail for me and handles files which choke other cutters, such as Womble, M2EditPro, Cuttermaran, and TMPGENC Merge and CUt. Plus it is free, and easy to use, as well. -
okay
MPG2CUT doesn't like my file.. gives me an error and i cant seem to close the window.. so i have to ctrl alt del.

I ran my file in gspot

In the second image, from GSpot, it says "Codec(s) are not installed" in the top right, and it identifies the MPEG1 codec.
Simply download and install an MPEG1 codec and you should be good to go. It should be free and comes as standard with Windows, but I can't see one listed in the Tools -> Codecs section.
