Most certainly, the video standard of the DVD does not match that of the Tv, or the DVD Player (or both). If the DVD is PAL, make sure the TV supports it, and the DVD Player is capable of playing PAL discs. Same for the NTSC standard. Look at the back cover of the DVD case, to find out what video standard it is (NTSC OR PAL).
My opinions may have changed, but not the fact that I am right.

You will have to be far more specific about how your TV is connected to your DVD player, but it sounds suspiciously like your DVD player is connected to your TV improperly. Macrovision often makes the output image do funny things when your DVD player is connected to your TV through a VCR. Without knowing the specifics of your setup, all anyone here can do is guess.

I think this is NTSC/PAL issue although most modern TV sets has auto mode and are able to display both standards. From the other side macrovision looks bit different
