Not a whole lot.
Is the original video a really clean source? The truth is garbage in - garbage out.
VCD is a very low-res format. Since the bitrate is so low, macroblocks are almost (dare I say completely?) unavoidable.
If possible, try SVCD or miniDVD (Best yet, DVD). -
Clean source + low bitrate = blocky video. (VCD)
Clean source + higher bitrate = cleaner video. (SVCD)
Clean source + extremely high bitrate = clean video. (DVD)Cheers, Jim

This is a common problem with VCD, especially if the source is downloaded. This also causes sync problems. Not trying to knock VCD, but I now have been burning DVD for several months and I will never go back to VCD. I fiddled around with VCD for over a year.

I have never seen a VCD without blocks when playing in my noname VCD player, even original VCDs look like crap in that player. Very good in the DVD player (Pioneer ofcourse

WTF???
Sifaga's post is actually mine!
And no, I don't have 2 accounts.
EDIT:
Correction: cross-posting and post theft -
I experienced problems right now too, it said my message been posted and it doesnt show up anywhere! Baldrick must be playing (working) with some DB tables.

Try use TMPGEnc for your conversion. It gives the best VCD quality.
TMPGEnc is just too slow and blocky.Cheers, Jim

Agree with reboot, i cant understand why some say tmpgenc is so great with mpeg1/VCD, and that CCE is terrible with mpeg1. I did a small test encode once with an older version of CCE, 2.5 something, and tmpgenc 2.57 something, then stacked up both videos with AviSynts stackvertical(). It looked like CCE was better, but it could be because i used AviSynth to resize for CCE and tmpgenc did its own resizing, and its a well known fact that tmpgenc is not good at resize.

hi,
i will say tmpgenc is the best video cd encoder.mainconcept isn't that good.tmpgenc has more customizable options and you can make vcd's with higher bit rates ,up to 1870kb/s bitrate which is of better quality and will play perfectly on a dvd player.vcd's at 1150kb/s are crap . commercial vcd's are not encoded at that bit-rate.with tmpg enc yopu need to encode it as a non-standard mpeg 1 vcd and you will need to alter the gop and quantization matrix settings.if you use the templates which you can download at kvcd.net and change the resolution to 352x288 and increase the bit rate to about 1500 to 1800,you will obtain a real improved vcd quality.

I disagree again. Mainconcept and Canopus both have many advanced options for KVCD and XSVCD, et al.
Tmpgenc is simply too slow, and too blocky/pixellated under most conditions.
Beware making any non-standard mpeg, because it may not play on your standalone!
Tmpgenc is FAR from "the best video cd encoder".Cheers, Jim

It may not be the best although beauty is always in the eye of the beholder so I stay away from the "What is the best" questions.
Slow means nothing to me since I have a dual Xeon 3.06 machine and can probably do DVD MPEG-2 in the time some can do VCD.
There is no doubt that the version of TMPGEnc that does VCD is definitely the least expensive (free).
