    Stop that, it's rude.

Take the effort that's already been put forth and read the guides on putting VCD's onto a DVDR.

    1) You need to evaluate your VCDs to see which ones need the video re-encoded.
    2) You need to convert the Audio to 48 Khz. This is generally a seperate step since it goes very quickly and really isn't related to TMPGEnc which is primarily a video encoder.
    3) You need to Author the DVD.

I would strongly suggest you read up on a general TMPGEnc guide. I'd also get a copy of GSPOT to verify what you have in the way of MPEGs. And lastly, read up on DVD Standards so you know what is and isn't a valid PAL resolution/bitrate/MPEG type.

You can also use InterVideo WinDVD Creator 2 Plus or Platinum to convert your the files to DVD compliant files and then use Tmpg DVD Author.

InterVideo WinDVD Creator 2 ... has the option ... after draging them down to the story board section ... to convert them to DVD compliant mpg-2 files ... AC-3 audio is also included as an option.

PM message me if you have any questions.
