Does anyone know if TMPGENC Plus 2.5 is good at encoding only AVI files or is it useful to re-encode an existing MPEG-2 file to a smaller size?
The reason I ask is because it would free up room on my hard drive if I all I had to re-encode would be an MPEG-2 file captured at a high, constant bitrate. 8)

as long you have right codec installed on your machine and the right .vfp in the Tmpgenc you can re-encode xvid, divx, avi, mpg1 and mpg2. also quick time .mov.
the .vfp that I use are:
DVD2AVI.vfp - for all AVIs(comes with DVD2AVI) just copy into Tmpg folder.
M2v.vfp - for mpg2.
QTReader.vfp - for Quick Time.
I dont know if these .VFPs are available here somewhere on the left but just do a google search on those VFPs and you should find them to d/l
hope this helps
