I'd like to buy a good film scanner, hopefully one that can automatically scan multiple frames. I dont have alot of money so let's keep it under 250. I really need APS scanning to.

Cheap, go for the Minolta Dimage Scan Dual II, 2, or III ... I have the II with APS addition option. Was about $600 years ago, can be under $300 now.
If you have real money, pick up a Nikon or Canon. I wish I'd have waited and bought the Canon. But at the time, the Minolta was the only USB one around, and I needed a SCSI-card-free laptop solution.Want my help? Ask here! (not via PM!)
