Problems Capturing with my ATI AIW Radeon

Ok heres the deal when I have been capturing lately I get no audio on playback of the recorded file.
However is I go into the initaliztion wizard upon start up of my "TV" and REchange in audio input to "LINE IN" the audio comes out all skweaky and fast and if I record right after that it does record the audio HOWEVER the file in corupt being I cant encode,cut the file well I can encode but the audio is BADDLY out of sync so what do you think is wrong ?

1- set PCI latency to zero in BIOS or via software
2- search the forums, people with radeons have answered this question a zillion times, that's why they don't want to answer it again

I still cannot get this working I searched the forums and form what I could tell this was a registriy problem so I formated and reloaded everything 5 TIMES ! with the same results so please if you know what the deal is help me out
