I have the Panasonic Encoder 2.51 (I know TMPGEnc is better, but my CPU is only 400). I went to the tutorial on converting to VCD using Panasonic Encoder 2.51 (a link in case you are not fimilar with this encoder, http://www.vcdhelp.com/panasonic.htm) and step 3 I find confusing. Here is the original quote:
Special Processing
1. Here you can add borders if you want to remove something or to squeeze the movie. Or just remove noise headears ( if you have a DivX-movie you often have to add black borders to ge correct ratio, to calculate the correct ratio: example with movie in 640 x 304
for PAL-movies(25fps)
640 / 1.222 = 524 - 304 = 220 / 2 = 110 pixel
both Top and Bottom
for NTSC-movies(29,97fps)
you divide with 1.466 instead of 1.222.
After doing the math for my movie (and adding a border I checked my encode. I looks fine. I also checked my encode without the adding borders and it also worked. Do I have to do this or not.
This particular movie is a DVD Rip (23.97fps 640x360)
Is there a rule of thumb (e.g. I MUST do this for every movie no matter what format)?

Hi,
I know this can be confusing with Panasonic and its probably the reason why i stopped using it and went to TMPGenc...... by the way i would still recommend using TMPGenc as i am running a PIII 500 and it is working very well.
Your example would be approx 38.3 for the TOP and BOTTOM borders and as a general rule of thumb yes you should calculate this all the time...
